I did a cursory search that did not result in an exact date of the sale in 1924.

In 1924, President Coolidge sold 13,000 acres to Phoenix for $17,000 to purchase the Salt River Mountains, later known as Phoenix Mountain Park, now South Mountain Park

Most trail/park construction started with the CCC in the 1933-1935 time range.

The city of Phoenix website (.gov) celebrating the 100th anniversary also claims that Dobbins lookout is the highest point in the park accessible to the public. That's not remotely true is it...? Trails run close enough to the tv towers to get a couple hundred feet higher than dobbins

I believe Maricopa peak is the highest point accessible

Is the TV road to the Gila Valley Lookout still legally accessible? Not a hiking trail, but...

Yea you can scramble up to the fence around the towers for sure. But the trail isn't very far away and is definitely public and way higher than dobbins!
