I've never heard of horsehead, but if its near Blue Ridge Reservoir, I'd say only that "too cold" is subjective. It's been mostly in the low 30s overnight recently, but there have been several nights into the low 20s. It'll depend on your equipment and the forecast for the days you're planning on going.

At this time, there are no seasonal road closures on the forest. The CNF current condition page is updated regularly when roads are closed. http://www.fs.fed.us/r3/coconino/conditions/index.shtml
I'm not sure what my spirit animal is, but I'm confident it has rabies.

I am looking for information, trail suggestions, etc. for a hike to Rincon Peak (Tucson), spending the night at Manning Camp and hike out. I have confirmed there is water, bathrooms, and a cabin at Manning Camp. I heard a rumor you can rent the cabin, but have been unable to confirm that.

There are such amenities, but I believe they're for the exclusive use of NPS personnel and their like. The building is probably locked up for the year by now anyway. You can find out for sure from the Saguaro NP office. There are, however, quite a few nice campsites with bearboxes and a good natural water source (bring water treatment). Where are you planning to start from?

Looking at trying Fossil springs trail. Is it to late in the year now and is it still getting crowded over the weekends?

It's not too late, therefore likely crowed.
